Comments in Response to Proposed Overhaul of the Public Service Loan Forgiveness Program

In response to the U.S. Department of Education’s Notice of Proposed Rulemaking for the Public Service Loan Forgiveness (PSLF) program, the Student Borrower Protection Center submits a comment applauding certain proposals to expand access to the program, and outlining additional changes that are within the Department’s authority to take in order to deliver PSLF’s full promise of federal student loan cancellation for public service workers.

The comment urges the Department to incorporate elements of the limited PSLF waiver and Income-Driven Repayment (IDR) plan account adjustment by crediting borrowers for all timeframes during which they have had their loans, regardless of the repayment plan in which they were enrolled, and regardless of their loan type. The comment outlines how authorities that the Department has already exercised could be used to accomplish these changes, and the importance of expanding the Department’s current definition of public service work in order to extend debt cancellation to public service workers in the private for-profit sector, such as healthcare professionals and early childhood educators.
